Desktop Icons & Mouse Flicker

Windows Vista Home 64-Bit (with Service Pack 2)I have recently run into a problem where whenever I click on the desktop (like an icon or the wallpaper) the mouse icon and icons on the desktop start flickering. This stops when I click on something outside the desktop, but I also found it happens when I try to use a web browser. It's almost like it constantly refreshes so it is unable to go anywhere. I tried system restore and it seems to only be a temporary fix. I have also tried defragging my registry, cleaning up files, scanning for adware, spyware, viruses, trojans, etc. and have come up with nothing. The problem started after I pulled my laptop from sleep. I always put it in sleep (the battery did not die or even get close to dying) but for some reason there was a problem this time. I did not go on any sites or do anything I don't normally do. I have not updated anything recently either.Thanks for any and all help.
