My mouse wheel controls and turns ON/OFF the sound. Why it doesnt scroll down?

So for some reason when i try to scroll down or scroll up, it increases and it decreases the sound volume, when i press the mouse whell it turns on and off the sound like i turned it off from the sound controls.Why is this happening and how to fix it?My mouse wheel controls and turns ON/OFF the sound. I fixed it, unplug and plug the mouse.
