I have it at 3.8 for the moment with the following bios settings:
Vcore in bios 1.25000 -cpu-z show only 1.200 on idle
FSB 1695
RAM at 823(default 800) unlinked
HT voltage 1.44
NB 1.42
SB 1.52
Will the performance increase be noticeable? Is it worth OC'ing my E8400 to 4.0 GHZ?

You've already ensured that your proccesor won't bottleneck your card. ( 3,6GHz ) So I doubt you'll get any signifact increases overclocking to 4GHz.
When I oc'ed from 3600 to 3800 I did saw a large increase in games and in desktop aplications.Even windows started up faster.

Might as well try to hit 4, why not?
Not hitting 4Ghz with an e0 stepping e8400 should be a federal offense(provided you have a decent air cooler)

Not really. I have my e8400 at 3.6ghz, and tbh I can't even tell the difference from 3.0ghz
What type of cooler do you have? You won't need to increase the voltage much to go from 3.8GHz to 4GHz, so it really depends on your temps. Also, at 4.2GHz, my CPU load never hits 100% while gaming. That's why I'm waiting to OC it to 4.5GHz. You may want to take that into consideration as well...
