Hi, i'm going to build a whole new rig and was wondering should i go with the core i720 or core i860 as i won't be oc'ing cpu or gpu. and would add dx 11 cards. One question I have in mind whats the future like for LGA 1156 would there be more future processors for it?

Well if you're not going to be OCing I'll also assume you'll never run SLI with needing two x16 slots so in that case for with the 860. Also since you don't plan on OCing, you could get a nice cheap uatx evga motherboardNew rig in October
I5 750 is where the bang for the buck really comes in. In terms of future processors, you'll probably get a little bit, but I am not expecting LGA 1156 to get the best processors, that's where the 1366 socket will be. I am sure the socket has some future, but I wouldn't base the rig on that assumption.
